Regular City Council Meeting

December 5, 2011

The Forman City Council met at 5:00 PM. Present were Mayor Mark Bopp, council members, Dave Jacobson, Jason Rockswold and Sue Kleingarn, Mary Bishoff joined the meeting later. Also attending were Mary Ann Gadberry and Trish Pearson.

Matt Walsvik from Moore Engineering came to discuss the drain project and review the bills that have been presented. We received the 2^nd partial payment request from Ryan Contracting which included several change orders. The council questioned two of the change orders but approved the remainder of the bill. Matt will go back to Ryan and discuss the change orders for additional hauling of materials to the landfill. The work remaining that will be completed next spring is the installation of a gate valve, seeding and the asphalt patch. The drain is flowing as it should and the water level in the slough has dropped about three feet.

A motion was made to approve partial payment #2 less change orders #2 and #3 (Dave Jacobson, Jason Rockswold, passed).

A motion was made to approve the three Moore Engineering bills (Jason Rockswold, Sue Kleingarn, passed).

A motion was made to approve the minutes from the November 7^th and November 21^st meetings (Dave Jacobson, Sue Kleingarn, passed).

A motion was made to approve the November financial statements (Dave Jacobson, Jason Rockswold, passed).

A motion was made to approve the bills (Sue Kleingarn, Dave Jacobson, passed).

A motion was made to approve the fund transfers needed. (Dave Jacobson, Sue Kleingarn, passed).

he auditor reviewed the progress on the cemetery project, the ordinance and land use review and small claims. Mary Bishoff stated that Trinity Lutheran Church would like to put white flags on the graves of those who were members of the church over memorial weekend this year and each year going forward. There were no objections.

We had the 2^nd reading of the revised city ordinances. A motion was made to adopt the ordinances as read. (Sue Kleingarn, Mary Bishoff, passed).

The community sign has been ordered. The hole was dug and is ready for the installation of the post, which will likely be next week. The actual sign will not be here until January. Jason reviewed the list of donors. We have all but a small portion of the cost of the sign covered by donations.

Holiday Magic will be held at City Hall on Sunday, December 11^th.

Work on the senior center is under way. Additional damage was discovered along the south wall and a claim was filed with insurance.

The recycling totes have been delivered and we are now working on getting totes to people who were missed and swapping the large totes for smaller ones where requested.

Rudy Rathert is working on some of the building inspections. He has some issues with a couple of the inspections requested but is proceeding with the remainder.

We are still unable to find a contractor to remove the dead trees even though it is now winter. Mark will continue to work on it.

The new membranes were installed at the water plant Thanksgiving week. They had to replace a fitting that broke and a seal that would not seal. Purified, but hard water was released into the system while they worked on the problems. We should be noticing very soft water by the end of this week.

We had the second reading of the ordinance to increase sales tax. A motion was made to approve the sales tax ordinance (Dave Jacobson, Jason Rockswold, passed).

We will table discussion on setting the local fee for the drain project to a future meeting.

A motion was made to approve the raffle permits for the Commercial Club for free bingo and Sargent Central for a board for playground equipment (Dave Jacobson, Mary Bishoff, passed).

A motion was made to approve the building permit for Dennis Nelson to rebuild the roof on the east side of their home (Dave Jacobson, Sue Kleingarn, passed). Dennis had asked about putting in an approach from Main Street. All agreed that an approach is the responsibility of the developer and must meet state building code.

A motion was made to approve filing a grant for mosquito control and to expend the funds if the grant is awarded (Dave Jacobson, Jason Rockswold, approved).

A motion was made to approve the approximately 4% salary increases for Tony, Tom and Trish effective January 1, 2012 and also to give each of them $50 in Forman Bucks as a year-end gift (Dave Jacobson, Jason Rockswold, passed).

Our next meeting will be January 9, 2012 at 5:00 PM

The meeting was adjourned at 7:15 PM.

Forman Named Tree City USA

Forman has been named a Tree City USA community by the Arbor Day Foundation to honor its commitment to community forestry. It is the 18th year Forman has received this national recognition. The Tree City USA program is sponsored by the Arbor Day Foundation in cooperation with the National Association of State Foresters and the USDA Forest Service.

Forman has met the four standards to become a Tree City USA community:

having a tree board or department
a tree care ordinance
a comprehensive community forestry program
an Arbor Day observance and proclamation
